I have done some reading and everything I can find say the ideal sg for a FOWLR is between 1.020 and 1.025. What have ya'll had the best luck with? Right now my sg is at 1.021. Is there a number I should try to hit or is that good?

with a fowlr tank you don't need to shoot for 1.026. as long as you plan on a true fowlr tank you can drop the SG down to 1.015. There'stwo benefits to doing this: one, it saves you money on salt and two, it lowers your fishes stress level and helps fight sickness and parasites.
The important thing is what ever number you choose try to keep it stable at that level.

they can live in SG as low as 1.009.

They can, but they will not do great. ALso, if you are trying to keep an anemone under low lighting, think again, they are very high light inverts. Very very high light.

i was just more worried about the health of the anemone, lots of LFS and hobbyists in general dont know a lot about them and say they are ok under lower lighting, which is definitely not true. Almost all of the photosynthetic ones come from very shallow zones on the reef, where in some instances they are exposed to air during parts of the day and as such they have a very high light requirement.
